The Ways and Means Committee is responsible for legislation relating to children and youth; education, including primary and secondary education, community colleges, and scholarships and financial aid; election law; gaming and horseracing; taxes; and transportation funding and revenues. The Committee consists of twenty-three delegates.

The Education Subcommittee was functioning by 1982.
In 2003, the Election Law Subcommittee began its work.
In 1994, the Finance Resources Subcommittee began.
The Revenues Subcommittee organized in 1994 as the Tax and Revenues Subcommittee. It was renamed the Revenues Subcommittee in 2007.
In 1994, the Transportation Subcommittee formed.
Formed in 1995, the Vice-Chair's Subcommittee includes the chairs of the subcommittees and other members.
