The Joint Legislative Task Force on Small-Group Market Health Insurance organized in July 2005 (Chapter 409, Acts of 2005; Chapter 26, Acts of 2006). The Task Force studied and made recommendations concerning small-group market health insurance, including the use of health status as a risk factor for rate adjustment purposes; permissable variation in the community rate; and expanding the range of products. It also considered the number of employers offering the Limited Benefit Plan; medical loss ratios according to group size; and the availability of association health plans. Additionally, the Task Force looked into using a State-subsidized reinsurance pool to lower prices in the small group market, and the feasibility of establishing a health insurance exchange to strengthen that market.

In October 2007, the Task Force submitted its report to the Senate President, House Speaker, Senate Finance Committee, and House Health and Government Operations Committee.
