Under Office of Secretary, merged with Fair Practice Office to form Office of Fair Practice in Feb. 1999.

EXPLOSIVES ADVISORY COUNCIL
Abolished Oct. 1, 2005 (Chapter 235, Acts of 2005).

The Explosives Advisory Council organized in 1984 within the Department of Public Safety and Correctional Services (Chapter 694, Acts of 1984). On July 1, 1997, the Council transferred to the Department of State Police (Chapter 352, Acts of 1997). The Council recommended rules and regulations to the Department for the storage, use, manufacture, and transport of explosive material. The Council reviewed proposed rules, regulations, and laws that affect the manufacture, use, or distribution of explosives. It also monitored federal regulations, and developments in the explosives industry, such as safety precautions and blasting techniques.

The Council had up to nineteen members. They were appointed to five-year terms by the Governor, who named the chair and vice-chair (Code Public Safety Article, secs. 11-201 through 11-206).

FIREARMS INVESTIGATION SECTION
Under Operations Bureau, functions assumed by Firearms Enforcement Section in March 2003.

HOMELAND SECURITY & INTELLIGENCE BUREAU

INFORMATION TECHNOLOGY & COMMUNICATIONS BUREAU
In March 2003, reorganized as Information Technology Bureau.

INFORMATION TECHNOLOGY DEVELOPMENT DIVISION
Under Information Technology and Communications Bureau, reorganized as Management Information Systems Division under Information Technology Bureau in March 2003.

LABOR & INTERGOVERNMENTAL RELATIONS OFFICE
Under Office of Secretary, reorganized in March 2003 as two sections: Government Relations and Labor Relations.

LEGAL COUNSEL UNIT
Under Office of Secretary, renamed Legal Affairs Section in March 2003.

Required by a consent decree of April 2003, the Police-Citizen Advisory Committee addressed issues of concern either to police or citizens regarding State Police policies or practices for traffic stops and drug interdiction, and made recommendations to the Secretary of State Police. Of its fifteen members, five represented the State Police, five represented the Maryland Chapter, National Association for the Advancement of Colored People, and five were neutral parties.

Under the Civilian Consent Decree Program, the Committee completed its work in Dec. 2004.

PROFESSIONAL DEVELOPMENT UNIT
In Oct. 2004, functions absorbed by Training Division under Support Services Division.

PROFESSIONAL RESPONSIBILITY DIVISION
The Professional Responsibility Division originated as the Office of Policy, Strategy, and Information Management. It reorganized as the Office of Professional Responsibility in July 2000, and as the Professional Responsibility Division in March 2003. The Division oversaw two sections: Chaplains, and Fair Practice.

PROMOTIONAL STANDARDS & DEVELOPMENT UNIT

PUBLIC AFFAIRS UNIT
Renamed Office of Media Communications in Oct. 2001.

REGIONAL FAMILY VIOLENCE UNIT
Under Field Operations Bureau, disbanded in 2003 when each barrack was assigned a domestic violence officer. Originally established in September 1997, the Regional Family Violence Unit provided a coordinated response to domestic violence in rural parts of the State. The Unit assisted victims of domestic violence in obtaining ex parte orders and warrants, and otherwise navigating the court system.

SCHOOL BUS SAFETY INITIATIVE
Under Planning and Research Division, transferred with School Bus Safety Enforcement Fund to Governor's Office of Crime Control and Prevention in July 2008 (Chapter 87, Acts of 2008).

SECURITY SERVICES

SERGEANT MAJOR
In Jan. 2005, position of Sergeant Major was reinstituted within Department to ensure clear communication between Secretary of State Police and State troopers. Position abolished in June 2007.

SERVICES COMMAND
In March 2003, its units redistributed within Administration Bureau.

SPECIAL INVESTIGATIONS SUPPORT SECTION
Under Bureau of Drug and Criminal Enforcement, renamed Special Investigative Services in 1996.

SPECIAL INVESTIGATIVE SERVICES
Under Support Services Bureau, functions dispersed in March 2003 to sections of Criminal Investigation Division of Operations Bureau.

SPECIAL OPERATIONS & SUPPORT SERVICES
Under Bureau of Drug and Criminal Enforcement, renamed Criminal Enforcement Command in Sept. 1998.

SPECIAL OPERATIONS COMMAND
Under Field Operations Bureau, combined with Transportation Safety Command to form Special Operations and Traffic Safety Command in June 2007.

STATE AID FOR POLICE PROTECTION PROGRAM
Under Office of Strategic Planning, transferred to Governor's Office of Crime Control and Prevention in July 2008 (Chapter 515, Acts of 2008).

Abolished in March 2003 reorganization; most functions transferred to Operations Bureau.

Under Personnel Command of Support Services Bureau, merged with Police Academy Division to form Education and Training Division in July 2007.
