Through an administrator, the Plan provides health insurance to Maryland residents who do not have access to such insurance or are deemed medically uninsurable. Subscriber premiums, and an assessment on hospital net patient revenues fund the Plan.
The Plan also administers the Senior Prescription Drug Assistance Program. To low- and middle-income Maryland senior citizens, the Program provides subsidies that reduce copayments under the federal Medicare Part D prescription drug plan.
A ten-member Board of Directors administers the Plan (Code Insurance Article, secs. 14-501 through 14-515).
