ORIGIN & FUNCTIONS
The State Higher Education Labor Relations Board was established in July 2001 (Chapter 341, Acts of 2001). The Board administers and enforces provisions of law concerned with collective bargaining for employees of State institutions of higher education. The work of the Board relates to the University System of Maryland, Morgan State University, St. Mary's College of Maryland, and Baltimore City Community College.
The Board's five members are appointed by the Governor to six-year terms. Since 2006, the Executive Director has been appointed jointly by the State Higher Education Labor Relations Board, and the State Labor Relations Board (Code State Personnel and Pensions Article, secs. 3-2A-01 through 3-2A-09).
