In 2000, the Task Force to Study Health Care Needs of Inmates in Transition from Correctional Institutions was mandated (Chapter 466, Acts of 2000). The Task Force examined the scope of the problem of prison inmates released with health care needs. It collected data to determine the correlation between health care needs of released inmates (with diabetes, human immuno-deficiency virus (HIV), viral hepatitis, substance abuse addiction, and sexually transmitted diseases) and the commission of crimes. It also considered the availability of medication and health insurance, and determined the extent to which health care programs are accessible, available, and viable for those released.

In June 2002, the Task Force reported to the Governor and General Assembly.
