In June 2004, the Governor appointed the Governor's Task Force on Medical Malpractice and Health Care Access. The Task Force conducted a comprehensive review of Maryland's growing crisis of medical malpractice insurance rates, and considered such options as tort system reform, patient safety initiatives, insurance reform, and alternative dispute resolution.
In November 2004, the Task Force reported its findings to the Governor.
